Retrofit Assessor Training.
The Retrofit Assessor course is designed for professionals who want to carry out detailed property assessments as part of the PAS 2035 process. It provides a clear understanding of how to gather, interpret, and present building data to inform safe and effective retrofit design decisions.
Course overview.
The Level 3 Certificate in Domestic Retrofit Assessment (ABBE) provides the knowledge and practical skills required to carry out whole-dwelling assessments in line with the PAS 2035 retrofit standard. It equips learners to gather accurate data on a property’s construction, condition, occupancy and energy performance, forming the foundation for effective Retrofit Design and Coordination.
Retrofit Assessors are essential to the decarbonisation of the UK’s housing stock. Their work ensures every project begins with reliable information so that Retrofit Coordinators and Designers can specify appropriate improvement measures. The qualification also supports compliance with TrustMark and PAS 2035 requirements for all government-funded retrofit projects.
This course is delivered through flexible blended learning, combining guided online study with live tutor-led sessions and optional field-based activities. It is ideal for professionals seeking to expand into retrofit work or upskill within the energy-efficiency sector.
Who this course is for.
This qualification is suitable for individuals who already have experience or qualifications in the built environment, energy assessment, or housing sectors and wish to undertake retrofit assessment work under PAS 2035. It is particularly relevant for:
Domestic Energy Assessors
Surveyors, housing officers and energy consultants
Retrofit Advisors and installers seeking progression to assessment or coordination roles
You should be comfortable working on site, conducting surveys and using digital tools for data capture. A prior qualification at Level 3 or equivalent experience in construction, building services or housing is typically required, but our team can review your background and confirm suitability before enrolment.
Course structure & content.
The qualification is delivered through a series of modules that align with the early stages of the PAS 2035 process, covering everything a Retrofit Assessor needs to collect, record and report.
Understanding the retrofit framework
Principles of PAS 2035 & 2038 and the roles within the process.
Domestic building pathology
Identifying common defects, moisture risks and issues affecting performance.
Occupancy assessment
Evaluating energy use, ventilation behaviour and occupant comfort patterns.
Energy assessment
Using RdSAP or full SAP data collection techniques to model baseline energy efficiency.
Condition and ventilation assessment
Recording existing systems, air-tightness factors and required improvements.
Preparing the Retrofit Assessment Report
Collating data for the Retrofit Coordinator and recommending next steps.
Each learner is supported by an experienced tutor who provides feedback and guidance throughout. Learning is hosted on our eLearning platform with interactive materials, recorded tutorials, and optional classroom or field-based workshops.
Progression opportunities.
Achieving the Level 3 Retrofit Assessor qualification allows you to conduct retrofit assessments for domestic properties and upload data to certification-scheme platforms such as the TrustMark Data Warehouse.
It also forms a direct pathway to the Level 5 Retrofit Coordinator qualification, enabling experienced assessors to advance into project-management and specification roles within the PAS 2035 framework.
Assessment & certification.
Learners are assessed through a combination of practical assignments, portfolio evidence and professional discussion. You will complete simulated and, where possible, real retrofit assessments, producing the full suite of documentation required by PAS 2035.
All submissions are internally verified by Synergy Training Centre and externally moderated by ABBE, an Ofqual-recognised awarding body. On successful completion, learners receive the Level 3 Diploma in Domestic Retrofit Assessment, enabling formal registration as a Retrofit Assessor under PAS 2035.
Funding & costs.
