The Domestic Energy Assessor course is designed for individuals who wish to become qualified to produce Energy Performance Certificates (EPCs) for existing homes. It provides the essential knowledge and practical skills needed to assess a property’s energy efficiency and record data accurately using approved software and conventions.

The Level 3 Certificate in Domestic Energy Assessment (ABBE) qualifies learners to produce Energy Performance Certificates (EPCs) for existing residential properties across the UK. This nationally recognised qualification provides the technical knowledge and practical expertise to carry out accurate energy assessments in accordance with current legislation and professional standards.

Domestic Energy Assessors play an important role in improving the energy efficiency of homes by identifying cost-effective upgrades and helping property owners, landlords, and tenants understand their building’s performance. This qualification is also a key foundation for further retrofit-related training such as the Level 3 Retrofit Assessor and Level 5 Retrofit Coordinator Diplomas.

The course is delivered through flexible blended learning, combining online study with tutor-led workshops and supported field assignments, allowing you to learn at your own pace with dedicated support throughout.

This qualification is ideal for individuals seeking to work as accredited Domestic Energy Assessors (DEAs), either as independent consultants or as part of wider property, surveying, or retrofit practices. It is particularly suitable for:

There are no formal entry requirements, although basic computer literacy and familiarity with domestic property types are beneficial. Learners must be aged 18 or over.

Course structure & content.
The qualification consists of four mandatory units (worth 25 credits in total), designed to develop both technical competence and professional standards when conducting energy assessments.

Unit 1 – Conduct Energy Assessments in a Safe, Effective and Professional Manner
Covers health and safety, legal compliance, customer service, and professional ethics.

Unit 2 – Prepare for Energy Assessments of Domestic Property
Introduces relevant legislation and EPC requirements, client instructions, and pre-assessment preparation.

Unit 3 – Undertake Energy Inspections
Teaches on-site data collection using RdSAP, recognising construction, heating and lighting systems, and maintaining accurate inspection records.

Unit 4 – Produce and Explain Energy Performance Certificates (EPCs)
Focuses on data validation, software entry, producing EPCs, and communicating recommendations to clients.
Learners complete guided online study, virtual or classroom tutorials, and practical assignments designed to build confidence in both the technical and customer-facing aspects of the role.

Progression opportunities.
On completion, learners become qualified to produce EPCs for existing domestic dwellings and can register with a government-approved accreditation scheme such as Elmhurst Energy, Quidos, ECMK or Sterling Accreditation.

The qualification also provides a natural progression route into the Level 3 Retrofit Assessor course, enabling DEAs to expand their capabilities into whole-house retrofit assessments aligned with PAS 2035.

Assessment & certification.
Assessment is via a portfolio of evidence demonstrating practical competence in real or simulated assessments. Evidence may include on-site inspection reports, photographs, completed EPCs, and reflective statements.

All submissions are verified by Synergy Training Centre’s qualified assessors and externally moderated by the awarding body ABBE (Awarding Body for the Built Environment). The qualification is graded as pass or fail and is regulated by Ofqual.

Funding & costs.
Places are currently subsidised through the Government’s Warm Homes Skills Programme (WHSP), funded by the Department for Energy Security and Net Zero (DESNZ). Eligible learners in England may pay a reduced contribution.

Funded places are limited and offered on a first-come basis. CITB-registered employers may also claim a short-course grant upon completion.
